Pandemic Prevention, Preparedness, and Response Trust Fund

      The Pandemic Prevention, Preparedness, and Response Trust Fund (or The Pandemic Fund) is a collaborative partnership among donor countries, co-investor countries, foundations, and civil society organizations. It was officially established in September 2022 and was launched on the margins of the G20 Joint Finance and Health Ministers’ Meeting in November 2022 in Bali, Indonesia. The World Bank serves as its trustee and hosts the Secretariat, which includes technical staff seconded from the World Health Organization. ADB sits on the board of The Pandemic Fund as an observer.  

      The Pandemic Fund finances critical investments through grants to strengthen pandemic prevention, preparedness, and response capacities at the national, regional, and global levels, focusing on low- and middle-income countries. It brings additional dedicated resources to increase investments, enhance coordination among partners, and serve as a platform for advocacy. 

      The Pandemic Fund channels its financing through 13 implementing entities that have been approved by the Board to support project implementation. ADB is one of them.   

      In January 2023, ADB and the International Bank for Reconstruction and Development of the World Bank signed the Financial Procedures Agreement. It outlines the arrangements for the commitment and transfer of resources to ADB as an implementing entity, and the administration and use of such resources.
