The United Kingdom–ASEAN Catalytic Green Finance Facility (UK-ACGFTF) is a single-partner trust fund established in March 2023 under the ASEAN Catalytic Green Finance Facility, a facility of the ASEAN Infrastructure Fund. The UK-ACGFTF will provide concessional loan funds, support project origination and structuring, and deliver knowledge and capacity building among ADB’s developing member countries in Southeast Asia to contribute to the shift to low-emission, climate-resilient infrastructure development. The UK-ACGFTF is part of the ASEAN Green Recovery Platform launched at COP26.

Since its launch, the UK-ACGFTF has committed funds to cofinance projects, including the ADB-approved $10 million concessional loan to the Flood Management and Coastal Protection Project in North Java, Indonesia. The 100% climate adaptation project is designed to enhance the climate resilience of the North Java coastal area through improved rural flood protection and water-based natural resource management. A further $3.5 million from the UK-ACGFTF has been allocated to technical assistance activities across the region, including support to develop three projects, the Green, Social, Sustainable and Other Labelled Bonds (GSS+) initiative, and several knowledge events, including the Green Buildings Innovative Finance Clinic organized in partnership with Infrastructure Asia held in Singapore in September 2023.

$134 Million UK Fund to Help Catalyze Green Financing in Southeast Asia

ADB and the Government of the United Kingdom (UK) signed a memorandum of understanding to establish the UK–ASEAN Catalytic Green Finance Facility to support efforts ASEAN countries to scale up green financing and shift to low-emission, climate-resilient development.
